GWINNETT COUNTY — The Gwinnett County Board of Commissioners has appointed Jenny Carter as county attorney, placing a veteran local government lawyer at the head of the county’s Law Department.
Carter, who had served as acting county attorney since February, officially stepped into the role Aug. 4. She fills the vacancy left by the retirement of former County Attorney Mike Ludwiczak.
As county attorney, Carter will lead the legal team responsible for advising the Board of Commissioners, county departments and officials on a wide range of government matters.
The Law Department also prepares ordinances, resolutions and legal opinions, handles claims, litigation and real estate transactions and coordinates responses to open records requests.
Carter joined Gwinnett County’s Law Department in February 2021 as a deputy county attorney, bringing more than 30 years of experience in local government law.
While serving as deputy county attorney, she managed the department’s Infrastructure Team, which supported the county’s departments of Planning and Development, Support Services, Transportation and Water Resources.
“Having worked with Jenny during her time as Deputy County Attorney, I have seen firsthand her commitment to integrity and sound legal judgment,” Board of Commissioners Chairwoman Nicole Love Hendrickson said. “Gwinnett is fortunate to have someone with her dedication and expertise take on this role of leading our Law Department and serving our community.”
Carter earned her undergraduate degree in environmental science from the College of William and Mary and her law degree from the University of Georgia School of Law.
Her career has included representing counties, boards and authorities and serving as a Juvenile Court judge in the Alcovy Judicial Circuit.
“I am truly honored by the opportunity to lead our dedicated Law Department team and serve Gwinnett in this capacity,” Carter said. “I look forward to building on our department’s strong foundation and collaborating with County leadership to ensure our team delivers the highest standard of legal services to support the County’s strategic goals.”
